Food Safety Management
The Packaging and Packaging Waste Regulation (PPWR) has applied since 12 August 2026. This is the short version of what your importer, brand and packaging specification need to cover.
Regulation (EU) 2025/40 applies directly in every member state. From 12 August 2026, packaging needs technical documentation and an EU Declaration of Conformity, and the combined limit for lead, cadmium, mercury and hexavalent chromium is 100 mg/kg. Food-contact packaging must also meet the PPWR PFAS limits: under 25 ppb for any individual PFAS (polymeric PFAS excluded), under 250 ppb for the sum of PFAS (polymeric PFAS excluded), and under 50 ppm for PFAS including polymeric PFAS. Where total fluorine exceeds 50 mg/kg, the manufacturer must provide proof of the fluorine content.
The Article 6 grade requirement applies from 1 January 2030 or 24 months after the Article 6(4) delegated acts enter into force, whichever is later, with grades A (95%+), B (80%+) and C (70%+); from 1 January 2038 only grades A/B (80%+) are allowed. Recycled-content targets apply from 1 January 2030 or 3 years after the Article 7(8) implementing act, whichever is later: 10% for contact-sensitive non-PET and 35% for other plastic packaging in 2030, rising to 25% and 65% in 2040. Only post-consumer material counts.
Food-contact articles are covered by Framework Regulation (EC) 1935/2004 and, for plastics, Regulation (EU) 10/2011. The 10/2011 Declaration of Compliance covers the plastic layers; inks and adhesives need their own declarations under Regulation (EC) 1935/2004 and applicable national rules, and migration test reports should cover the finished article. EN 13432 is the industrial-compostability standard, and certificates are product-specific: they must cover the inks and adhesives used. From 12 February 2028, mandatory compostability applies to tea and coffee bags, single-serve units and sticky labels on fruit and vegetables; Member States may also require lightweight/very lightweight carrier bags and beverage capsules to be compostable. Packaging required to be compostable is derogated from the Article 6(1) recyclability requirement; other compostable packaging must be designed for material recycling by 12 February 2028. Directive (EU) 2024/825 (applies 27 September 2026) bans generic environmental claims, uncertified sustainability labels and offset-based carbon-neutral claims; claims must be specific and substantiated.
